Land Development Opportunities
The Research Park has identified three specific parcels of land that are available for ground lease at locations encouraging greater density.
Infill development is desired to promote better use of land and more robust physical connections between Research Park and the University campus core.
All three sites are zoned for commercial development and may include retail/amenity uses.
More sites may be identified in the future.

The following parameters apply:

- Development must be consistent with the Research Park Master Plan

- Development must follow City of Champaign zoning regulations

- Ground lease basic terms: 50-year ground lease, lease rate based on land MAI appraisal, 25-year renewal option.

- Building must follow the Declaration of Covenants, Conditions, Restrictions, Easements. This includes adhering to the Permitted Uses.

- Prevailing Wages are required for construction.

- Proposer must provide utilities to the project.

- Proposer must follow the City of Champaign planning process.

- UIRP has consent rights on all leases and subleases within buildings.

- UIRP has right of first opportunity to purchase all buildings
Evaluation/Approval Process:
All development is subject to approval by the UIRP, LLC Board of Managers (BOM) with University staff and Managers to steward development opportunities.
STEP ONE: Submit a proposal via the Research Park Tenant Application as an initial step of consideration by the Executive Director.
All projects that are deemed credible and perceived as beneficial for the
Research Park, would be presented to the Board of Managers.
- A process for financial disclosure and review should be established to address risk and gauge financial feasibility of development.
- All development projects must follow the UIRP Design Review Committee Process.
- A defined appeal process would allow a proposer who is denied by the
Executive Director to appeal that decision. Appeals would be evaluated by the Principal Officer and the Board Chair, or the Principal Officer and the Board Chair may escalate the decision to the BOM Executive Committee.
